In accordance with the order of the Minister of Education and Science of the Republic of Kazakhstan in the Rudny Industrial Institute a set of preliminary activities were carried out, predictive calculations were made and thresholds for the salaries of full-time teachers were set.
In accordance with the order of the Head of State K.K. Tokayev, the Minister of Education and Science of the Republic of Kazakhstan A. Aimagambetov signed an order, which enshrines two rules aimed at increasing the salaries of the teaching staff of Kazakhstani higher educational institutions.
The first norm includes establishment of the minimum salary for the full-time teaching staff at the higher educational institutions subordinated to the Ministry of Education and Science beginning from September 2021. It means that since September 2021 a full-time teacher at universities should get at least 200,000 tenge per month, a senior lecturer – 230,000 tenge, associated professor – 260,000 tenge, a professor – 350,000 tenge (in national universities – 400,000 tenge).
The second norm sets the maximum volume of one teaching load – not more than 680 hours per academic year.
In accordance with the order of the Minister of Education and Science of the Republic of Kazakhstan in Rudny Industrial Institute conducted a set of preliminary measures, made predictive calculations and set the threshold amount of salaries of full-time teachers.
So, from September 2021 year in the Rudny Industrial Institute full-time teacher with an academic degree master, will receive a salary of over 200 thousand tenge per month; senior lecturer with an academic degree master, – over 240 thousand tenge; senior lecturer with a degree candidate, PhD, – over 280 thousand tenge; associate professor – over 300 thousand tenge; professor – over 400 thousand tenge.
The Institute is systematically working to increase the role of motivational component. Since September 2021 the salary of the head of the department, who has a degree of candidate of sciences, PhD, will be more than 325 thousand tenge a month, and head of the department, who has the title of associated professor – over 350 thousand tenge.
In addition, the university has a multilevel differentiated system, which provides for an increase in wages. There are four levels of mandatory types of work (publication activity (articles in journals included in the list of the SACSON, or publications indexed in international databases); performance of research under grant or program-targeted funding, economic contractual themes; preparation of manuals / textbooks / monographs; patent activity), which should be performed by teachers who claim to further increase their salaries.
The question of a salary increase is considered at a commission meeting. The time interval covers every 5 months.
So, for full-time faculty who have performed the above types of work, from September 2021 to January 2022 provides for a monthly increase in salary ranging from 30,000 to 150,000 tenge.
Then, following the results of commission meeting to be held in January 2022 will be decided on further increase of salaries of the teaching staff, who carry out the above mentioned types of work, from February 2022 till June 2022 in the amount of 30 thousand KZT up to 150 thousand KZT.
Regarding the teaching load of the teaching staff it was decided to establish an average annual workload in 2021-2022 academic year at 650 hours. Thus, the maximum amount of one rate of teaching load of teaching staff will not exceed 680 hours per academic year.
